Effective July 1, 2018, Chapter 6, Laws of 2017 3rd sp. sess. (2E2SHB 1661), creates the Department of Children, Youth and Families (DCYF), abolishes the Department of Early Learning, and assigns DEL’s powers and duties as well as the powers and duties of the Department of Social and Health Services’ Children’s Administration to DCYF.

It is critical that DCYF has rules in place on July 1 that explain, for the general public and, in particular, records requesters, how to request records from this new agency, when fees will be charged, and how requests will be processed.  Having codified procedures also means that the new agency consistently processes records requests.

In preparation for the transition, DEL is amending its public disclosure rules.  On April 18, DEL filed proposed new and amended rules that, after adoption, will serve as DCYF's public disclosure rules.  Comments about the proposed rules will be accepted through May 23, 2018.
