The Department of Early Learning (DEL) established the Birth to Three Subcommittee to track and promote progress of implementing Washington’s Birth to Three Plan and provide advice on early learning systems issues that relate to infants and toddlers.

Washington State Birth to Three Plan

In 2010, the Legislature asked DEL to submit a "comprehensive plan to provide education and support through a continuum of options" for infants and toddlers. DEL partnered with Thrive Washington to develop the plan, with assistance from a number of early learning experts around the state. The Washington Birth to Three Plan builds on previous work, aligns to the state Early Learning Plan and recommends actionable policy strategies.
