DEL posts all bid opportunities on Washington State Electronic Business Solution (WEBS), the state’s electronic vendor registration and procurement notification system for businesses and nonprofits. WEBS provides current bid opportunities from state agencies and other government entities statewide for goods and services. 
Vendors who are interested in being notified of state bidding opportunities must register with the Washington State Department of Enterprise Services (DES). In addition, DES' website has information on Washington state procurement requirements and processes.

Sole-Source Contract Notification

State law (Chapter 39.26 RCW) requires that state agencies make available for public inspection all sole-source contracts. State regulations require posting sole-source contracts on WEBS and agency websites for a minimum of five business days prior to the contract execution date. Sole-source notifications include information on the contract and why an agency has determined the contractor is the only sole source for the goods or services. There is an opportunity, within the five-day posting period, for interested parties to notify the agency contact if they feel they are capable of providing this work.
