Early Support For Infants & Toddlers Program Rules

Early Support for Infants and Toddlers (ESIT) is the State of Washington's program that administers Part C of the federal Individuals with Disabilities Education Act (IDEA).  The Department of Early Learning's (DEL) rules clarify the minimum requirements for services offered through Part C programs, including allowable allocations and expenditures for transition into IDEA Part B.  The ESIT rules apply to contracts starting on or after January 2, 2017, the date the rules first took effect. 

ESIT rules are found in Chapter 170-400 WAC.  This link will display only current, permanent rules. To view any pending changes to these rules and other DEL rule-making activity, visit DEL Rules Under Development.
