Beginning January 1, 2017, the Department of Early Learning will be adopting a fee schedule pertaining to records requests. Please see the Public Records Fee Schedule listed below.

At the Department of Early Learning (DEL), we value your right to access public records.  The Public Records Act requires that identifiable public records be made available to the public for inspection.

If you're seeking general licensing information for a licensed child care home or center, please visit our Child Care Check website or call 1.866.482.4325. This may be the most efficient way for you to access this information. If you're seeking general information about early learning or DEL programs, please check our home page. For parenting information, you can call the Family Help Line at 1.800.932.HOPE (4673).

How do I make a public records request?

There are several ways to make a public records request:
  • Submit a public records request online through our new Public Records Request Portal.
  • By regular mail, using DEL's optional public records request form. The mailing address is listed on the right-hand sidebar contact. 
  • By email, using DEL's optional public records request form. Send the form to DEL's public records officer at
    Note: DEL asks that requesters not send links to cloud drives or sky drives that contain the details of a public records requests. DEL cannot click on links received in emails to safeguard against viruses and malware.
  • In person. See DEL Contact List
  • FAX: 360.725.4925 (Attention: Public Records Officer) 

Is there a fee to view or obtain public records?

Sometimes. Inspecting DEL records not exempt from public disclosure is free of charge. The law allows state agencies to charge for the actual costs of producing public records. DEL is allowed to charge 15 cents per page for paper records if the total cost of the request is $10 or more.

How long will it take for me to get a response to my request?

When DEL receives a public records request, we will respond within five business days. The response will either:

  • Include the requested records.
  • Acknowledge the request and, if necessary, ask for clarification to ensure DEL gets the requester the information they are looking for.
  • Give a reasonable estimate of how long it will take for us to provide the record.
  • Deny the request and cite the legal reason for the denial.

Request a copy of your background check

To request a copy of your completed background check application including any supporting documents, please fill out the Request for Background Check form. Once completed, Mail this request to:
